Targets 70% AI coverage to boost milk productivity
Srinagar, May 08: Jammu and Kashmir has recorded 10.08 lakh artificial inseminations during 2024–25 as part of extensive livestock development and disease control initiatives undertaken across the Union Territory, the government said in the Economic Survey Report 2025–26, adding that nearly 2,000 veterinary healthcare facilities are operational across J&K.
According to the report, extensive vaccination drives were carried out during 2024–25, including 10.08 lakh artificial inseminations and vaccination of millions of livestock and poultry against scheduled diseases. During 2025–26 up to November 2025, around 6.97 lakh artificial inseminations were conducted across the Union Territory. Mobile Veterinary Units were also deployed to provide services in remote and far-flung areas.
The government has identified several focus areas under the Holistic Agriculture Development Programme (HADP) aimed at enhancing milk, poultry, fisheries, livestock, wool, feed, and fodder production. Key focus remains on improving milk productivity by expanding Artificial Insemination (AI) coverage to 70 per cent and increasing the overall number of AI procedures.
The government plans to expand semen production capacity to meet growing breeding requirements and support genetic improvement programmes. Advanced breeding technologies, such as Multiple Ovulation and Embryo Transfer (MOET), are proposed to be introduced.
To accelerate genetic gains, around 2,700 elite sheep and goat breeds are proposed to be imported to enhance genetic quality and productivity. The government also plans to import predominant breeder and mutton-focused sheep breeds such as Finn, Texel, and Romanov to achieve self-sufficiency in mutton production. The New Zealand Government-to-Government (G2G) programme will be implemented to facilitate structured knowledge exchange and technology transfer.
In the fisheries sector, the government plans to import genetically improved fish seed varieties to enhance fish stock quality and productivity. New fish hatchery units will be established, while existing hatcheries in both public and private sectors will be upgraded on modern scientific lines. Advanced aquaculture technologies, including Recirculating Aquaculture Systems (RAS) and Bio-floc systems, are proposed to be implemented on a large scale to commercialise trout and carp fish production in Jammu and Kashmir.
