Srinagar, Feb 20: The Jammu and Kashmir Government on Friday informed the Assembly that no post of teacher is currently lying vacant in the School Education Department (SED) of Jammu Division, as all existing and anticipated vacancies are being utilised for the transition of Teacher Grade-II and Grade-III posts in line with policy decisions.
Replying to a question raised by MLA Iftkar Ahmad, the Minister-in-Charge of the School Education Department said that all vacancies are being adjusted in accordance with SAC Decision No.166/22/2018 dated December 7, 2018. The posts are being used for the transition of erstwhile SSA-borne Rehbar-e-Taleem (ReT) teachers, subsequently designated as Teacher Grade-II and Grade-III under Government Order No. 20-Edu of 2019 dated January 22, 2019.
“It is submitted that no post of teacher is lying vacant in the School Education Department of Jammu Division, as all existing and anticipated vacancies are being utilised for the transition process. However, promotion quota posts are being filled through the Departmental Promotion Committee (DPC),” the Minister said.
The Minister informed the House that the last recruitment of teachers in the General Line, Science-Mathematics, and Urdu streams was completed in 2019 pursuant to Notification No. 06 of 2017 issued by the Jammu and Kashmir Services Selection Board (JKSSB). Since then, no recruitment under the direct quota has been undertaken as the available posts were utilised for salary drawal of the transitioned teachers.
Regarding school upgradation, the Minister said there is no immediate proposal for upgrading schools from Primary to Middle, Middle to High, or High to Higher Secondary levels across Jammu and Kashmir. He noted that a large number of schools have already been upgraded and the department is currently focusing on strengthening infrastructure and ensuring adequate staffing, especially in upgraded institutions.
The Minister added that upgradation involves significant financial implications for infrastructure creation and additional teaching posts, requiring concurrence from the Finance Department. It is also subject to fulfilment of prescribed criteria and norms.
