Srinagar, Sept 23: The Jammu and Kashmir Cabinet on Tuesday recommended to the Lieutenant Governor that the autumn session of the Legislative Assembly be convened from October 13.
Sources told Rising Kashmir that the meeting, chaired by Chief Minister Omar Abdullah, began this morning and concluded with the decision to propose October 13 as the start date. The sitting is expected to be brief and may run for seven days, concluding on October 20, they added.
Under the Jammu and Kashmir Reorganisation Act, 2019, the Lieutenant Governor is vested with the authority to summon the Legislative Assembly. The law mandates that not more than six months shall intervene between the last sitting of one session and the first sitting of the next.
“The Lieutenant Governor shall, from time to time, summon the Legislative Assembly to meet at such time and place as he thinks fit, but six months shall not intervene between its last sitting in one session and the date appointed for its first sitting in the next session,” the Act states.
The last sitting of the Assembly was held on April 29. By statute, the next session must be convened before October 28. The Cabinet recommendation will now be placed before the Lieutenant Governor, who is empowered under the Act to issue the formal summons.
Sources said once the LG issues the notification, the Assembly Speaker will release the session calendar, detailing the number of sittings and the business to be taken up.
