Housing for All: 2 years on, no case approved for construction of pucca house in J&K

Jammu, Dec 06: Two years on, the Department of Panchayati Raj has yet to clear cases for the construction of pucca house in panchayats of J&K under the central government’s flagship programme Pradhan Mantri Awas Plus Yojna. 
Shiv Dev Singh, convener of the BJP’s Panchayati Raj Cell, informed Rising Kashmir that no list of those eligible to get pucca houses under the Pradhan Mantri Awas Plus Yojna in panchayats of the J&K UT has been released since 2020.
 Singh further said, “the sarpanchs periodically forward the eligible cases for the construction of pucca houses in the panchayats to the concerned block office of their respective panchayats, but since 2020 no list with the names of beneficiaries has been issued and, as a result, no case has been cleared.” In J&K UT, there are 4290 panchayats and correspondingly many sarpanchs.
President, All Jammu & Kashmir Panchayat Conference (AJKPC), Anil Sharma also told that people in all the panchayats have been waiting for construction of pucca house since the last 2 years here in J&K UT. There are around 20 to 30 such cases in each panchayat of J&K which deserve pucca house.
“No list with names of beneficiaries has been issued since 2020, “Sharma said adding, “Many beneficiaries mentioned in the 2020 list have not been fully provided financial assistance yet”. 
Around 35% to 40% people mentioned in 2020 list have so far been paid the financial assistance under Pradhan Mantri Awas Plus Yojna.”     
Under the central government’s flagship programme Pradhan Mantri Awas Plus Yojna, the government provides a financial assistance of Rs 1.50 lakh to the people belonging to BPL category for construction of pucca house. 
This financial assistance is provided in 3 instalments. The first instalment is paid after filling up of plinth i.e foundation, the second instalment is paid by the government after raising up of walls and the third instalment is paid to the BPL people after laying linter i.e rooftop. 
“The PRIs from J&K also met Union Panchayati Raj Minister, Giriraj Singh at New Delhi and urged him to intervene in the matter and expedite the process so that deserving people could get pucca house,” Shiv Dev Singh said. 
 The union minister had assured to do the needful, Singh further said.
Commissioner Secretary, Rural Development Department (RDD), Mandeep could not be contacted for her comments over the matter despite repeated attempts. 
However, former Commissioner Secretary, RDD, Sheetal Nanda said that new list of beneficiaries after 2020 is yet to be issued. 
“The new list will be issued (uploaded) once all the beneficiaries mentioned in 2020 list are provided financial assistance,” Sheetal Nanda told Rising Kashmir.
