Srinagar, June 27: The Health and Medical Education Department has released the UT Share for Centrally Sponsored Scheme “Prime Minister-Ayushman Bharat Health Infrastructure Mission (PM-ABHIM)” under Capex Budget 2022-23 for the year 2023-24.
A sum of Rs 1 crore 79 lakh under Capex Budget 2023-24 is released as UT Share under the PM-ABHIM in favour of Mission Director, National Health Mission, J&K for utilization during the current financial year (2023-24).
The allocated funds are intended for utilization within the current financial year. However, the release and advance drawl of funds is subject to specific conditions imposed by the Government.
Mission Director, National Health Mission, J&K shall furnish physical and financial progress report every month to the health department which shall be open to on-the-spot verification.
As per the order issued by the H&ME, the expenditure shall be booked on admissible items only as approved by the competent authority.
“Treasury Officers shall not entertain bills without complete classification under which funds have been authorized by the Finance Department,” it said.
The order also asked the Drawing and Disbursing Officer (DDO) to complete all formalities before the presentation of bills at the Treasury.
It also said that the Treasury Officer shall not allow parking or drawl of funds in the Civil Deposit without prior concurrence of the Finance Department.
“The funds so released shall be utilized for the specific purpose meant for without any deviation,” it further said.
All the required codal formalities as per GFR-2017 shall be followed at all levels with due diligence while incurring expenditure out of the funds already authorized.
Director Finance, Health & Medical Education Department has been directed to vouchsafe the availability of funds on BEAMS portal and accordingly release the same to the concerned HOD.
“The UCs/ Red Accounts of the advance drawl shall be furnished to the concerned quarters within the stipulated time,” it added.
As per health officials, the release of the UT Share is aimed at supporting the implementation of the PM-ABHIM in J&K adding that the initiative will contribute to the enhancement of healthcare infrastructure and services in the region.
