HADP drives structural shift in J&K’s rural economy

  Jammu, Jan 18:  Marking a decisive shift from subsidy-driven interventions to an integrated, outcome-oriented reform model, the Holistic Agriculture Development Programme (HADP) is steadily reshaping Jammu and Kashmir’s agricultural landscape, with more than 92,000 productive units already established across the Union Territory. According to an official statement, dedicated to the people of J&K by the Prime Minister in 2024, HADP departs from the conventional approach of fragmented schemes and short-term subsidies. Instead, it seeks to re-engineer the agricultural economy through a comprehensive systems framework that strengthens production, value addition, market access and income generation in a single, coherent design. With a total outlay of Rs 5,013 crore and 29 interlinked projects spanning agriculture, horticulture and livestock sectors, the programme aims to move the region’s farming community away from subsistence-driven practices towards sustainable, resilient and commercially viable livelihoods. Agriculture and allied sectors support over 13 lakh families in the UT and contribute nearly one-fifth of its Gross State Value Added, yet structural constraints—ranging from fragmented landholdings and low mechanisation to weak post-harvest infrastructure—have historically limited productivity and farmer incomes. HADP was conceptualised to break this cycle by strengthening the entire value chain. Unlike earlier programmes confined to departmental silos, it simultaneously focuses on quality seed and planting material, breeding and nurseries, feed and fodder systems, mechanisation and extension services, while also building downstream capacity in processing, storage, branding and marketing. Climate resilience, diversification and technology-enabled advisory services are embedded within project design, ensuring that sustainability and risk management remain central to agricultural growth. A key pillar of the programme is its mission-mode governance and technology-driven delivery. Farmer onboarding and applications are processed through the Kisan Sathi portal, skilling and decision support are delivered via DakshKisan, and last-mile services are provided through more than 2,000 KisanKhidmatGhars operating as IT-enabled single-window centres across panchayats. Field verification and outcome monitoring through the Output Tracking App enable real-time assessment of assets and results, strengthening transparency and accountability. The scale of implementation underscores the programme’s momentum. Over 3.7 lakh farmers have been registered, around 171 activities have been opened for applications and more than 5.9 lakh applications have been received so far. Nearly four lakh proposals have already been approved across districts. On the ground, productive units ranging from farms and nurseries to livestock, mushroom, poultry and value-addition enterprises are generating measurable economic returns. Digitally tracked units have so far generated nearly Rs 350 crore in revenue and over Rs 125 crore in profit, while creating more than 1.9 crore person-days of employment. In efficiency terms, public investment has yielded over Rs 2 in revenue and nearly Rs 1 in profit for every rupee of subsidy deployed, indicating a tangible shift towards income-led agricultural growth. To address long-standing credit constraints, HADP has integrated digital credit linkage through the Kisan Sathi platform, enabling banks to access applications directly. Thousands of cases have already been routed to financial institutions, signalling a gradual transition from subsidy dependence to enterprise-oriented financing.
