Jammu, Mar 19: The government has clarified that it does not intend to revise the job policy for engineers engaged under the Sarva Shiksha Abhiyan (SSA), now operating under the Samagra Shiksha scheme in the Union Territory of Jammu and Kashmir.
The clarification came in response to a starred question raised by MLA Javid Ahmad Mirchal, who sought details regarding the government’s plans—if any—for revising the job policy of these engineers.
In its official reply, the School Education Department said there are currently 83 contractual engineers working under the Samagra Shiksha scheme, including 11 Assistant Engineers (AEs) and 72 Junior Engineers (JEs). The department added that their honorarium/salary has been enhanced periodically over the years.
However, following the administrative reorganization of Jammu and Kashmir, the Engineering Wing of the School Education Department was merged with the Public Works Department (PWD), specifically the Roads and Buildings (R&B) division. As a result, the SSA engineers were deputed to various engineering divisions of the PWD, where they are now primarily engaged in overseeing and implementing school infrastructure projects.
Crucially, the Minister In-Charge of School Education clarified that the department is no longer authorized to propose the regularization of these engineers due to the merger of the engineering wing with PWD (R&B).
