Govt orders transfers of Under Secretaries under stop-gap arrangement

Srinagar, Dec 08: The Jammu and Kashmir government on Friday has issued orders for the transfer of Under Secretaries in the Jammu and Kashmir Secretariat (Gazetted) Service-I (Under Secretaries cadre). The move comes as a stop-gap arrangement in the administrative structure.
As per the General Administration Department (GAD) order issued by Sanjeev Verma, Commissioner/Secretary to the Government, the sanction has been accorded for the placement of Section Officers from the J&K Secretariat (Subordinate) Service as Under Secretaries to the Government.
This placement, according to the order is in their own pay and grade, with charge allowance as admissible under rules, for a duration of six months or until the available vacancies in the J&K Secretariat (Gazetted) Service-I (Under Secretaries cadre) are filled on a regular basis through the recommendations of the Departmental Promotion Committee (DPC) or Public Service Commission (PSC), whichever occurs earlier.
It is emphasized in the order that this arrangement does not grant any preferential right to the officers for promotion as Under Secretary when considered on a regular basis. The decision is subject to the outcome of any pending writ petition(s) before a competent court(s) of law.
As per the order, Mohammad Abdullah Waggay, Under Secretary to the Government, Health and Medical Education Department, is transferred and posted as Administrative Officer, Government Unani Medical College, Ganderbal.
Nuzhat Shah, Under Secretary to the Government, Department of Forest, Ecology and Environment, is transferred and posted as Under Secretary to the Government, Science and Technology Department.
Raj Kumar, on his placement as Under Secretary to the Government, is posted as Under Secretary to the Government, Department of Forest, Ecology and Environment.
Anjali Koul, on her placement as Under Secretary to the Government, is posted as Under Secretary to the Government, Jal Shakti Department.
Laxmi Kant, on his placement as Under Secretary to the Government, is posted as Administrative Officer in the office of Advocate General, J&K, vice
Vishwa Bandhu, who shall await further orders of adjustment in the General Administration Department. Rajesh Kumar, on his placement as Under Secretary to the Government, is posted as Under Secretary to the Government, Department of Rural Development and Panchayati Raj.
Hafiz-Ullah Peer, on his placement as Under Secretary to the Government, is posted as Under Secretary to the Government, ARI and Training Department.
Mohammed Iqbal Bajar, on his placement as Under Secretary to the Government, is posted as Under Secretary to the Government, Labour and Employment Department.
Amar Singh, on his placement as Under Secretary to the Government, is posted as Under Secretary to the Government, Culture Department. Syed Ishrat Pervez, on his placement as Under Secretary to the Government, is posted as Under Secretary in the J&K Services Selection Board.
Mohan Singh, on his placement as Under Secretary to the Government, is posted as Under Secretary to the Government, Health and Medical Education Department.
