Dept of School Education  not engaging any contractual or ad-hoc lecturers

Srinagar, Mar 22: The Jammu and Kashmir Government on Saturday said that the Department of School Education is currently not engaging any contractual or ad-hoc lecturers. Consequently, there is no need for the department to consider reservations for these lecturers in regular recruitment processes.

In response to a question posed by MLA Rajiv Jasrotia during the Assembly session, the minister responsible for school education clarified that ReTs (Rehbar-e-Taleem) were appointed according to the guidelines outlined in Government Order No. 396 Edu of 2000, dated April 28, 2000, on a village or habitation basis. However, this engagement has ceased following the closure of the scheme as per Government Order No. 919 Edu of 2018, dated November 16, 2018. Those ReTs who were appointed before this closure are being regularized in accordance with Government Order No. 549 Edu of 2005, dated August 22, 2005, after they have completed five years of uninterrupted service and adhered to all relevant norms and guidelines. The transfer policy for ReTs is still under development, with only mutual transfers currently being permitted.

Additionally, these appointments are made solely based on academic needs arising from staff shortages, medical issues, court cases, and similar circumstances. The department has commenced a rationalization process across all districts, which will also take into account the detachment of attached ReTs, as stated by the minister.

The minister further noted that the Recruitment Rules for non-gazetted positions are currently under review, with updates being made to incorporate all necessary changes.

Regarding ReTs, it is important to emphasize that the scheme has been officially closed as per Government Order No. 919 Edu of 2018, dated November 16, 2018, and there is no existing policy to reinstate the ReT program.
