Crackdown on terror networks: Properties of over 4000 terrorists blacklisted in J&K: Police

Srinagar, Oct 02: Srinagar, Oct 2: The Jammu and Kashmir Police have blacklisted the properties of 4,212 terrorists based in Pakistan-occupied Kashmir (PoK) and Pakistan, effectively prohibiting the sale, purchase, or transfer of these assets. This move is part of a wider crackdown on terror networks in the region, officials said on Wednesday.
A senior police official told Rising Kashmir that systematic efforts are being made to dismantle the terror ecosystem, targeting both its physical and intangible assets. The official disclosed that several measures aimed at curbing terrorism in Jammu and Kashmir, including the dismissal of government employees linked to terrorism.
“72 government employees with connections to terrorism have been dismissed under Article 311. Additionally, 10 unlawful associations and 13 factions have been banned under the Unlawful Activities (Prevention) Act (UAPA), and 22 individuals have been designated as terrorists,” the official said.
The official said that 641 individuals out of the 4,569 natives of J&K currently in Pakistan or PoK have been identified as being actively involved in terrorism. These actions are part of the broader strategy to weaken terror networks and ensure long-term peace and stability in Jammu and Kashmir, he added.
The senior official noted significant achievements in 2024, with local recruitment to terrorist gangs dropping to an all-time low. “Local recruitment fell to just 8 this year, compared to the five-year average of 113,” the officer said.
Additionally, the number of civilian deaths due to terrorism has also seen a decline. “Civilians killed in terror-related incidents dropped to 16, compared to the five-year average of 34. Security personnel fatalities also decreased to 34, down from the average of 50,” the officer reported.
The officer said that stone pelting and hartals organised and called by terrorist-separatist networks is zero.
As per the data, between 2014 and July 2024, number of terrorists were killed in counter-terror operations in Jammu and Kashmir and 2018 saw the highest number of terrorists killed, with 236 eliminated, followed by 208 in 2017, and 223 in 2020.
In contrast, 2024 (up to July) recorded a notable decline, with only 32 terrorists killed. The numbers for 2023 and 2022 were 71 and 184, respectively, indicating fluctuating trends in 32 terrorist encounters over the years.
In terms of arrests, the highest was in 2022, with 130 32 terrorists taken into custody and surrender of 32 terrorists remained minimal throughout the decade, with the exception of 2021, which saw 11 surrenders.
