Srinagar, Feb 17: Director General of Jammu and Kashmir Police, (DGP) RR Swain on Saturday said that those elements who are earning profit from drug peddlers will be dealt strictly with and will be isolated. In coming days, police will follow a double approach to address menace in the region, he said.
Addressing the reporters on the side-lines of a public darbar in Baramulla, Swain said that those earning profit from drug peddlers will be dealt with strictly and will be isolated from the society. “We will follow a double approach to curb this menace,” he said.
“We aim to protect our children and youth from the threats of narcotics and terrorism. Collaborative efforts involving various departments, civil authorities, clerics, and the community are crucial to successfully combat these challenges,” the Police Chief said.
DGP RR Swain said the main goal of Jammu and Kashmir is to establish a system where the police won’t need to issue directives; instead, people will inherently understand right from wrong. In the near future, the Jammu and Kashmir police will unveil another solution to further strengthen our collective efforts.
“I will repeat this that we consider those who join terrorists as victims of terror. Furthermore, persons who are involved in funding, sponsoring, or providing weapons to them bear greater culpability than the young recruits. We will soon unveil a comprehensive plan. In recognition of the diligent work by our police force, we plan to institute rewards,’ he said.
He stressed the importance of prevention over cure, expressing the collective aspiration for a safer and more secure environment.
DGP Swain said that in certain areas, violence unfolds in an organized manner, contributing to the spreading of terrorism. This has created a challenging atmosphere in the region over the past 30 years, he said, adding that those who wish to return are always welcomed with open doors.
“J&K Police is committed to its basic philosophy, allowing for the differentiation of individuals who may be misguided. We believe in maintaining distinct rules for various offenses, recognizing that the consequences for a traffic accident differ from those for a murder,” he added.
Regarding Public Darbars, DGP RR Swain said efforts are underway to address the issues of police family and common people but sometimes unfavourable conditions can cause delays. The goal is to enhance the frequency of such programs, he said.
“Generally, two predominant types of issues raised in these public darbars, noting that a significant number of attendees are from the police parivar. They bring forth a range of concerns, including SRO cases, transfer issues, health and education matters, among other things. While other cases delay investigations, police inquiries and other things are resolved on the spot,” the police chief said.
DGP RR Swain said in some cases, they are assigning police personnel to handle special cases in other departments to ensure proper resolution. It is an effort to listen to the people and address their concerns on the spot, he said,
“More officers from the police department will be conducting these public darbars, and there are plans to increase the frequency of such programs. Compared to other departments, the police have a direct and interactive relationship with the public,” he said.
“The Police Chief also acknowledged the challenges of work as police must be vigilant for the safety of others. In some cases, we are taking extreme steps to uncover the actual cause,” he added.
About drug de-addiction centre in Baramulla, DGP RR Swain said that upon assuming charge, he engaged with various senior police officers and found that individuals caught in the menace often turned to peddling to sustain their drug habits.
“We will convene a joint meeting with various stakeholders and senior officers to establish a dedicated drug de-addiction centre in Baramulla. Taking charge of drug de-addiction centres, which had been a responsibility of the medical department, became necessary as no department was actively stepping forward,” he added.
DGP Swain advised officers and jawans of J&K Police in Baramulla to provide exemplary police services. The importance of working closely with the public and maintaining a robust system of accountability, transparency, and contributing to the delivery of justice for those seeking assistance, he added.
“As the primary law enforcement agency in the region, the force is entrusted with upholding public safety, maintaining law and order, and delivering high-quality policing services to the community,” he added.
