Atal Dulloo assumes charge as Chief Secretary of J&K

JAMMU, DEC 01: Atal Dulloo, a seasoned 1989 batch IAS officer of the AGMUT cadre, has assumed his role as the Chief Secretary of Jammu and Kashmir. Having recently concluded his tenure as Secretary, Border Management, in the Ministry of Home Affairs, Dulloo returns to Jammu and Kashmir after a brief stint on central deputation.
Dulloo played a pivotal role in steering the Union Territory through the challenging phases of the COVID-19 crisis, serving as the Financial Commissioner, Health & Medical Education. His leadership during the pandemic has been widely recognized.
Prior to his central deputation, Dulloo held the position of Additional Chief Secretary (ACS) in the Agriculture Production Department, devising the Holistic Agriculture Development Programme (HADP) with the aim of revolutionizing the agricultural sector and significantly boosting farmers’ income.
Throughout his career, Dulloo has served as Deputy Commissioner in key districts of the erstwhile state. His outstanding contributions have earned him several accolades, including the state award for meritorious public service on Republic Day in 2013 and a silver medal for successfully conducting assembly elections in 1996.
Upon assuming office, the Chief Secretary Dulloo conducted a comprehensive tour of the Secretariat campus, engaging with employees and encouraging them to bring forth any issues directly to his office or the General Administration Department (GAD). He emphasized the importance of addressing concerns on merit, ensuring a conducive work environment.
Dulloo expressed keen interest in the ongoing hygiene and renovation initiatives within the Secretariat campus. He directed relevant authorities to maintain the premises aesthetically for the comfort of both employees and visitors.
Accompanying the Chief Secretary during his visit were Commissioner Secretary, GAD; Director Estates, Jammu; and other key civil and police officers. Dulloo’s return to the helm marks a new chapter in the administration’s leadership, drawing on his extensive experience and commitment to the region’s development.
