The haves and have-nots
The real concept of a welfare state has been lost and it has been made slave or is totally overridden by the will and manoeuvring skills of haves in the society

The world has always been divided between the two groups: the people having the access to resources and power; they are the one who use all the tricks of the trade and make things happen in their favour I call them as “HAVES” while as there is the another group who are on the receiving end I call them as “HAVE-NOTS”. So the society has always been divided between these two extreme and the rulers have always been from the brigade of haves and history of mankind is fraught with the incidents where have-nots were meted out absolute ruthlessness and inhumane treatment from ‘haves’. The reason for this is that ‘haves’ consider it as a divine right to rule the ‘have-nots’. This has been the case since times immortal and this has been well illustrated by Karl Marx in his concept of HISTORICAL MATERIALISM.
In this melee the real concept of a welfare state has been lost and it has been made slave or is totally overridden by the will and manoeuvring skills of haves in the society. In our present day modern democratic state we see the open working of this system; where all the rules are meant for the have-nots and all the freedoms for the ‘haves’ of the society. Rules are meant to be executed strictly upon the have-nots (poor people) while the ‘haves’ mend and distort rules in every possible manner to secure every possible relief from the established system.
What is the basic and uncompromising fundamental of the “STATE” in the overarching functions of the state? To me the fundamental and basic function of the state is to give due protection and make rules for the welfare and benefit of ‘have-nots’ because they are the most vulnerable section of the society with no resource available and no procedure to tackle the hard whip of the politicians and the power brokers in the society. The state should make sure that have- not’s live at least respectable life in all spheres of society.
