Govt fails to involve public in governance, social audit of PRIs: Nizamuddin Bhat

Srinagar, Jan 05: Former legislator and senior Peoples Conference leader Nizamuddin Bhat has said that while Panchayat Raj represents the edifice of Democratic Institutions , the purposes in respect of harmonious development and involvement of common man in governance and social audit is miserably lacking .
          Bhat said in most of the units there are allegations of misuse of various schemes which cast shadow over the expected good work these institutions are meant for.
          In a statement issued here, Bhat said close monitoring will show the funds spent annually do not yield desired results. As a consequence the rural poor continue to reel under difficulties.
          Bhat demanded thorough review of the working of these institutions with an aim to encourage adequate fund spending, on time execution of schemes and improvement in the overall functioning related to administrative efficiency and poverty alleviation.
          He hoped that those PRIs who have performed well will be provided better incentives to acknowledge good work and efficiency.
The former legislator  said that there is a need to encourage area and indigenous planning which can vary from area to area according to topography , poverty profile and underdevelopment status .
          He made an appeal for improvement in sanitation, electricity, health care, infrastructure and land use to push up progress in backward and difficult habitations which are hitherto vying for better facilities and lag far behind on comparison.
