SRO-381: Officials make insertions in cases, allege PPD casual labourers

Many casual labourers from South Kashmir’s Pulwama district have accused officials of PDD for dropping their names from the list submitted to higher offices for regularisation under SRO-381.
Talking to Rising Kashmir, a number of such aggrieved casual labourers alleged that their documents were subjected to insertions and corrections in the office of superintendent engineer Pulwama circle before onward submission due to which they were shown ineligible for conversion/promotion under the SRO-381.
Naseer Ahmad Ganie, a casual labour, said that around 193 cases were forwarded by sub-division offices from New, Rajpora and Pulwama to SE office for onward submission.
“All of the casual labourers produced their history sheets and cash vouchers,” he said, adding their cases were verified at sub-division offices under PDL-permanent daily labour - nomenclature.
Javid Ahmad, another casual labourer, said that once their cases reached SE office insertions were made in around 52 cases. “These 52 cases were shown as occasional,” Javid said, adding that they were dropped by some officials in PDD department who want to benefit their relatives who have been shown working as PDL and whose names were included in the said list.
When this matter was brought into the notice of SE Pulwama, Lateef Ahmad Shah he refuted these allegations as baseless. He said that no insertions or corrections were made in the list.
“The case file was scrutinised at chief engineer’s office. They found 52 cases ineligible for promotion /conversion under SRO-381,” he said, adding that for promotion/conversion the casual labourers need to have 84 uninterrupted cash vouchers. Showing the case file of these casual labourers, he said that none of them fulfil these criteria and obviously the higher offices raised genuine queries.
