Horti Deptt ‘promotes’ blue eyed as CHOs against merit

Placements of the posts are temporary: Comn Secy 

 Department of Horticulture has promoted various blue-eyed officials to higher posts ignoring merit and seniority list.
Employees working with Department sought Central Bureau Investigation (CBI) probe into the ‘favoritism’ by authorities at the help to pave way for the blue-eyed officials for various gazetted post.
The blue-eyed persons were promoted as Chief Horticulture Officers (CHOs).
As per the officials at Horticulture Department out of the 22 posts of CHOs in the J&K, 13 posts are manned by the officers from reserve categories who have been given out of turn considerations for these posts—ignoring the seniority list issued by the department last year.
They also said that out of the eight officers in the list, only two have been given the charge of CHO so far whereas the reserved category officers figuring at serial number below the list have been bestowed with special favors by the administrative department through backdoor assignments of the higher charges.
The employees further said, “On one hand, the administrative department denies having given any promotion to Horticulture Development Officers (HDOs) who joined the department in 2001 onwards.”
They said the administrative department further said that their posting as District Horticulture Officers (DHOs) and subject matter specialist is just to stop gap arrangement and does not confer any preferential right to them for further promotions.
“However, on the other hand they have been given even the second higher level charge of the post of CHO and equivalent again under the grab of transfers and postings.”
They said event the intervention of High Court has grossly been ignored by the administrative department.
“Despite four judgments in hand including those from Chief Justice directing the department to nullify all interim and arrangements and issue the fresh appointment order for these posts strictly based on the seniority list, the department has done nothing so far.”
Director Horticulture department Ajaz Ahmad said he has nothing to with this case.
“Administration is supposed to take a call with regard to the issue. I have no role in it,” he said.
Commissioner Secretary Horticulture department, Mukhtar Ahmad Lone said, “The selection is purely based on seniority list. The placements for these posts are temporary and are not confirmed till the permanent faculty members are appointed. It will take some time to fill the vacancies.” He said, “There is only one person who has been dropped from the list. He was dropped because he was involved in a scam.”
