Administrative Reforms

Reforms in administration have become unavoidable as many wrong practices have taken deep roots in Jammu and Kashmir. Apart from issues like accountability and transparency, there are smaller issues that have a bearing not only on the smooth functioning of government offices but also on proper utilization of funds. One such issue is the HRA (Housing Rental Allowance), which vary according to the districts the employees or officials are posted in. The percentage in allowances is the highest for officials posted and serving in Srinagar, whereas in other districts moderate allowances are granted. It has been abused as some officials who are attached to offices in Srinagar but serve in other districts have been deriving benefits same as those posted in Srinagar. Some officials are also said to bribe higher ups to attach them from where they can avail maximum of these allowances. The government must revise the allowance slabs and it would be in the fitness of things if a uniform slab of HRA is fixed irrespective of the fact where the official or employee is posted at. One other issue that the government must deliberate upon is the two-and-half-days allowances in essential services. As has been seen, there are offices that although come under essential services, but where there is no need for working 24x7. Some employees who are not entitled for the extra pay have been drawing them. In their defense they justify it arguing that they work in offices that provide essential services, whether they really work 24x7 is not taken into account. There are numerous hurdles that need to be removed to streamline government offices and make administration efficient. Unfortunately, previous government neither showed any commitment nor did they pursue cases that were highlighted in the public domain. It has disappointed people and also made employees unreceptive of better work culture. Given the huge salary bill of government employees, right decisions can help in cost-cuts. The money thus saved can be used in development works like building schools, roads and bridges. It seems to be a small amount, but in aggregate and for few years it turns out to be a large amount. The employees also have to show some maturity and refrain from wrong practices. For couple of extra thousands, approaching high officials to have their transfer orders is something that doesn’t go unnoticed. The government needs to come up with a mechanism to stop the misuse of position and of funds.
