National Clean Air prog should become mass movement for prevention of air pollution: LG

Samba, Feb 20:  Saying that clean air is the priority of the administration and National Clean Air Programme should become mass movement for prevention, control and abatement of air pollution, Lieutenant Governor Manoj Sinha said experts should work at the grassroots level and there should be coordination between various experts, academic and administrative institutions on capacity building and public outreach,
 
Inaugurating Aerosol Winter School-2023 at Central University of Jammu today,  the Lt Governor termed the winter school as a vital initiative for developing scientific knowledge in achieving clean air and climate goals.  
 
The Winter School is being organized by Central University of Jammu under the aegis of National Knowledge Network to support National Clean Air Programme. 
“City-specific strategy was formulated under NCAP guidelines for Jammu and Srinagar. Our focus should be on filling the gaps through policy formulation, capacity building, training program and extending its maximum benefits to Jammu Kashmir Pollution Control Committee and ULBs,” noted the Lt Governor.
The Lt Governor urged the National Knowledge Network to cooperate in increasing the technical capabilities of concerned institutions in Jammu and Kashmir and assured all the necessary assistance from the UT administration. 
Speaking on the occasion, Lt Governor said that in  order to meet the objective of National Clean Air Programme, this winter school will facilitate theory-based training & hands-on operational training of all stakeholders for atmospheric aerosol measurements. 
The Lt Governor highlighted the efforts being made under the guidance of  Prime Minister Narendra Modi towards National Clean Air Program across the country.
‘’The world is looking at India to combat the challenges of climate change. Experts should work at the grassroots level and there should be coordination between various experts, academic & administrative institutions on capacity building and public outreach, ‘’the Lt Governor observed.
 ‘’Productive life of citizens & progress of the region depends upon the health of environment. All stakeholders, Pollution Control Committee & ULBs must work together for effective implementation of Clean Air Program and to shape the climate future of Jammu Kashmir, ‘’the Lt Governor said.
 He said that every citizen should discharge their responsibility towards nature and become Green Warrior & Environment Soldier, adding, ‘’we have to strengthen the monitoring system at grass root level by developing city action plans and micro action plans for local solutions. ‘’
 The Lt Governor also shared the significant steps taken by the administration for maintaining a balance between development and ecology.
‘’Awareness campaign among common citizens at Panchayat level by Forest Department and initiatives like 'Har GaonHaryali', 'PedLagao Beti Ke Naam' has encouraged Jan Bhagidari and infused a sense of responsibility in the society to work towards environment protection,’’ the Lt Governor observed.
The Lt Governor asked the Pollution Control Committee & ULBs to become an integral part of this winter school. 
He said that hands  on training on instrumentation and analytical techniques for atmospheric aerosol measurements and source apportionment studies will provide conceptual knowledge on methods of chemical speciation and source apportionment of aerosols, the Lt Governor observed.
 He further advised the Jammu Kashmir Pollution Control Committee, ULBs and Central University to work on city action plan and work out a strategy to strengthen the monitoring mechanism at the grass root level.
He said that the Central University should organize capacity building and outreach programs with focus on clean air.
Arun Kumar Mehta, Chief Secretary and  Dheeraj Gupta, Principal Secretary, Forests Department, highlighted the useful impact of the discussion and studies to be conducted during the hands-on training program in the Winter School.
Prof SachchidaNandTripathi, Convener, National Knowledge Network for National Clean Air Programme briefed on the aims and objectives of the programme.
Prof Sanjeev Jain, Vice Chancellor Central University Jammu, experts, deans and faculty members of the University were present on the occasion. 
 
 
Bharat Rang Mahotsav is a tribute to creativity & enterprise of theatre: LG
Highlighting the initiatives taken by the UT Administration for developing a vibrant environment for the theatre culture to flourish in Jammu Kashmir, the Lieutenant Governor Manoj Sinhacalled for concrete measures for theatre adaptation of selected stories and organizing theatre and  production workshops in schools & colleges.
The Lieutenant Governor was speaking while attending the opening ceremony of 22nd Bharat Rang Mahotsav, the largest theatre festival of Asia at General Zorawar Singh Auditorium, University of Jammu.
The theatre festival is being organized by National School of Drama in collaboration with the University of Jammu. 
The Lt Governor said the festival will provide an opportunity to the audience to acquaint with the glorious theatre culture of the country. 
“Bharat Rang Mahotsav is a tribute to the creativity and enterprise of theatre which has entertained and inspired many generations. In our ancient tradition, theatre was considered as the medium which combined two other performing art forms- music and dance,” said the Lt Governor. 
Natya Veda, the fifth Veda, reflects India's glorious theatre and creative tradition. Great personalities such as Kalidas, Shudrak, Bhavabhuti are the very foundation of our theatre culture and this Amrit Kaal, art lovers and youth must aspire for greater creativity, observed the Lt Governor. 
‘’It is our endeavour to provide mentoring to the Children and budding artistes through Theatre in Education Centre of National School of Drama. One such Centre has been established in Srinagar and another Centre will start in Jammu, ‘’ said the Lt Governor.
The Lt Governor also appreciated the contribution of the eminent theatre personalities in the promotion of theatre in J&K UT.
Prof Umesh Rai, Vice Chancellor, Jammu University and Prof. Ramesh Chander Gour, Director, NSD informed about the activities to be carried out during the theatre festival.
Padma Balwant Thakur and other prominent theatre personalities were also present on the occasion.
 
 
Lt Governor pays obeisance at Shri MataVaishno Devi Shrine
Lieutenant GovernorManoj Sinha visited the Holy Shrine of Shri MataVaishno Devi Ji and paid obeisance at the sanctum sanctorum. 
 The Lt Governor accompanied by Mahamandleshwar Shri Swami VishveshvaranandGirijiMaharaj and other board members prayed for peace, prosperity and happiness for all. 
  The Lt Governor, during his visit, inaugurated Tripti Bhojanalaya and Prasad Kendra cum Souvenir Shop at the holy shrine.
 Shri MataVaishno Devi Shrine Board is fully devoted to provide better facilities to the pilgrims during their pilgrimage to holy shrine, observed the Lt Governor.
 ‘’In the last 3 years, we have developed new infrastructure and several new initiatives like RFID, CCTV, new Registration Counter were started for hassle-free pilgrimage, “ he added.
 The upcoming Durga Bhawan and  Skywalk, and the recently approved integrated digital solution will make this spiritual journey more convenient, organized and memorable for the devotees, the Lt Governor further added. 
The Lt Governor, who is also the Chairman of Shri MataVaishno Devi Shrine Board (SMVDSB), took first-hand appraisal of the progress of the ongoing construction work of Durga Bhawan and other facilities.
 SMVDSB has decided to develop Shankaracharya temple near Katra. Durga Bhawan will be dedicated to devotees before Navratri festival this year. It will provide accommodation to 3000 pilgrims per day near Bhawan, the Lt Governor said.
 Chief Executive Officer, Shri MataVaishno Devi Shrine Board,  AnshulGarg briefed the Lt Governor about ongoing projects and the efforts of the board for upgrading and expanding the facilities for the pilgrims.
