Jahangir Mir: A great administrator

Even after the passing of seven days, prominent administrator Jahangir Mir and former Director General of Youth Services and Sports who left for heavenly abode on 23rd July 2022, people from all walks of life are still visiting his shattered family and his graveyard. As per the family, Mir breathed his last at Chest Disease hospital Dalgate in Srinagar after a brief illness. He was 66. His death has been widely mourned by J&K civil administration, political leaders, trade unionists, and civil society groups. People from all walks of life participated in his Nimaz-e-Jinazah (funeral prayers) at Friends Enclave, Airport Road, Humhama.

During his over three-decade-long career in J&K Civil Services Mir held several key positions including Director General Youth Services & Sports, Deputy Commissioner Kulgam, and Director Rural Development Kashmir. Mir was born in year 1956 at Gulgam Kupwara in north Kashmir and is survived by his wife Zubaida Jahangir and two sons Faizan Jahangir and Mugais Jahangir. He was son in law of the late Mir Ghulam Qadir who was a former Minister of Jammu and Kashmir.

His brother-in-law Nazir Ahmad Mir said that on the fateful day, their family was busy with the marriage ceremony and later in the afternoon, Jahangir Sahib developed some medical complications and was immediately shifted to hospital and after four he left heavenly abode. The marriage ceremony followed his untimely demise and the family never expected to mourn his death less than a week after his son’s marriage ceremony. Mir described Jahangir Sahib as a popular, strong, bold, efficient, people-friendly, charismatic bureaucrat that has helped thousands in his tenure and his contribution will be widely remembered.

Jahangir Mir was one of the best and brightest civil servants in Jammu and Kashmir. He belonged to the new generation of public servants who placed greater emphasis on competence over charisma, substance over style, and results over rhetoric. As per his friends, Mir was a caring and compassionate character at the same time touched many lives in a short time. He was an ideal father and social reformer, a responsible, and loving person.

He began his academic journey and completed B.A in 1977, L.L.B Honors in 1980. Soon after completing his studies, he was a practicing lawyer between 1980-1985. During the period Jahangir Mir was practicing law in district court Kupwara. He was also actively involved in political activities as district secretary youth Jammu and Kashmir National Conference (JKNC).

During 1985-87, he was Public Prosecutor and later in 1987 he joined Government Service. He is also known as change maker and was helpful to everyone in Kupwara. Jahangir Sahib joined as Executive Officer of Urban Local Body, Kupwara from 1987 – 1995. After that, he was appointed Executive Officer, Urban Local Body, Baramulla from 1995 – 1997.

 

For his unique talent and best work as a great administrator, he was appointed as Chief Executive Officer, Urban Development Agency, Kashmir (UDAK) from 1997 – 1998. From 1998-2001, Mir was appointed as Special Assistant of that time Hon’ble Home Minister, J&K. From 2001 to 2003, the Jammu and Kashmir government designated him as Director, of Defence Labour Procurement, Department of Home Affairs, J&K.

In 2003, he was shifted and appointed as Deputy Director (Adm), J&K Social Welfare Department, Kashmir.  He also worked as Personnel Officer O/o Principal Chief Conservator of Forests, J&K from 2003 – 2005. From 2005-07, Jahangir Sahib was appointed as Joint Registrar, J&K Cooperative Societies (Administration, Banking and Finance), Monitoring Officer, ICD Projects (Anantnag and Kathua District).

In 2007-09, he worked as Addl. Secretary to Government, Home Department, J&K. For his best performance, Mir Sahib was appointed as Director, Tribal Affairs, J&K from 2009 – 2010.  After that he was deputed as Director, Rural Development Department, Kashmir from 2010 – 2012. During the same time, he was honored with Bharat Jyoti Award and then the Certificate of Excellence (India International Friendship Society), in the year 2011.

Jahangir Sahib also worked as Deputy Commissioner (DM), District Kulgam, Kashmir between 2012 – 2014. Later he was appointed as Director of Rashtriya Uchchatar Shiksha Abhiyan (RUSA), J&K from 2014 – 2015. Then in 2015, Jahangir Mir was appointed as Special Secretary to Government, Social Welfare Department, J&K for a period of one year.

From 2015-16, he was appointed as Director General, Youth Services and Sports, J&K. During that time he gained positive response from the youth and was known for his unique initiatives in the department. In 2016, Jahangir Mir Sahab retired from government services and after that, he was elected as Vice-President of the School Games Federation of India (SGFI). In 2018, he received Lifetime Achievement Award from the School Games Federation of India.

Jahangir Mir’s sudden death was widely consoled by his bosses and friends in J&K civil administration, political leaders, trade unionists, and civil society groups. NC President Dr. Farooq Abdullah and Vice President Omar Abdullah have expressed sad demise of Ex-DG Youth Services and Sports and ex-DC Kulgam Jahangir Mir. They prayed for peace to the departed soul in the highest stations of the Jannat and forbearance to the bereaved to bear the irreparable loss.

J&K Peoples Conference President Sajad Gani Lone condoled the demise of Jahangir Mir and expressed heartfelt sympathies with his family. Chairman People's Democratic Front (PDF) and Former Minister Hakeem Muhammad Yaseen while condoling the demise, termed Jahangir Mir's untimely death as a great loss to Kashmiri society.

Senior Congress leader, Ghulam Ahmad Mir also expressed grief over the passing away of Former DG Youth Services and Sports Mir Jahangir, terming him a fine human being and able administrator. Former Chairman JKPSC M S Pandit, former Advisor to Governor and former Financial Commission Industries and Commerce, former Commissioner Secretary School Education G A Peer condoled his demise and expressed sympathies with the bereaved family. Former IAS and Former Advisor to the J&K Governor Khurshid Ahmed Ganai also expressed his condolences over the demise of Jahangir Mir.

 

 

Former Secretary JKACL Zaffar Iqbal Manhas also condoled the demise and prayed for his noble soul to rest in eternal peace," he further said that his passage marks the departure of one of the great administrators of our society. We can say that Jahangir Mir was an unchallenged administrator who had innate qualities of moral courage, honesty, integrity, strong determination, and boundless capacity to work for humanity in general.

May Almighty Allah (SWT) grant him the highest place in Jannah and Sabr-e-Jameel (Patience) to the bereaved family to bear this big loss. Ameen
