Govt delay hampers implementation of 3-tier faculty system in MCs

Srinagar, Sept 25: The inordinate delay has severely hit the implementation of the three-tier faculty system in two medical colleges in J&K—GMC Srinagar and GMC Jammu—stalling promotions and fresh recruitment for over two years now.J&K had a four-tier faculty system, comprising Lecturer, Assistant Professor, Associate Professor, and Professor, unlike the three-tier system followed in the rest of India, which consists of Assistant Professor, Associate Professor, and Professor.Faculty members of GMC Srinagar and Jammu said after years of pursuing the case, the Jammu and Kashmir Government finally agreed to change the four-tier system of faculty into a three-tier system in both the medical and dental colleges across Jammu and Kashmir. They said that the Jammu and Kashmir Finance Department had also agreed to implement the three-tier system of faculty in two phases in view of the financial burden.“The first phase of the three-tier system was implemented last year wherein the Lecturer posts were abolished and the posts were re-designated as Assistant Professors,” they said.The three-tier system was aimed to establish a balanced hierarchy—with more positions at the lower level and fewer at the top—to support faculty career growth, enhance patient care, and increase the intake of undergraduate and postgraduate students.The faculty members demanded that the government should issue formal orders for implementation of the second phase of the three-tier system so that more posts are created in the Associate Professor and Professor categories.They said that once implemented, it will resolve faculty stagnation and pave the way for fresh recruitment through the J&KPSC, which has remained stalled for the past two years due to the pending second phase of the three-tier system.Meanwhile, the Medical Faculty Association, GMC Srinagar, has demanded complete implementation of the three-tier faculty structure. The Association has already written a letter to Secretary Health & Medical Education Department, Dr Syed Abid Rasheed Shah.It said that a balanced faculty hierarchy, with equitable opportunities for growth across all tiers, is crucial for addressing the growing demands of patient care and medical education. “By upgrading the posts of Professors and Associate Professors, we can ensure that the institution is equipped to meet national standards in medical teaching and healthcare delivery,” the Association said. Faculty members said that the delay in implementing the three-tier faculty system has stalled fresh recruitment in medical colleges, worsening the shortage of teaching staff. “Many eligible candidates are nearing the upper age limit for recruitment, and some have already crossed it, resulting in a brain drain,” a faculty member said. A senior officer in the Health and Medical Education Department blamed the J&K Finance Department for holding up the process. “The file has been moving from one office to another, causing unnecessary delays. They keep raising avoidable queries, which has further prolonged the issue,” the officer said.
