Delays Continue to Stall Delina–Kanispora Flyover in Baramulla

‘Completion likely by year-end: Official’

Srinagar, Apr 21:The 1.7-km Delina–Kanispora flyover in north Kashmir’s Baramulla district has faced repeated delays due to multiple factors, causing significant hardship to thousands of commuters.

 

The residents told Rising Kashmir that the prolonged construction has led to frequent traffic congestion and longer travel times, affecting daily movement and local businesses in the area.

 

An official from the district administration overseeing the project told Rising Kashmir that construction of the strategic flyover has been slowed by a range of challenges over the past two years.

 

“We witnessed delays in the project due to several reasons, including labourers leaving the valley after the Pahalgam attack, harsh winter conditions, delays in the disbursement of compensation to landowners, and a change in the elevation near DPS School due to a 132 KV line passing above the flyover alignment,” the official said.

 

He added that the elevation issue at DPS has now been resolved and land acquisition for the project has been completed.

 

According to officials, construction work is currently progressing at full pace and is expected to be completed by the end of this year, bringing much-needed relief to commuters.

 

Providing details, the official said that out of the total ₹95 crore earmarked for compensation, over ₹90 crore - around 95 percent has already been disbursed among affected landowners. “Around 200 families have received compensation as their structures came in the way of the project. This includes nearly 120 structures such as houses, shops and boundary walls, as well as 27 trees,” he said.

 

The flyover project, which began in 2023, had its deadline extended after missing initial targets. It forms part of the ₹350-crore Narbal–Delina road widening project, excluding the Pattan bypass.

 

Earlier this year, Baramulla Member of Parliament (MP) Engineer Rashid took up the issue with Union Minister for Road Transport and Highways Nitin Gadkari, highlighting the slow pace of work on the Delina–Kanispora flyover and the Pattan bypass. In his written response, the Union Minister assured that the matter would be addressed.

 

The flyover is being constructed along a strategic stretch of the NH 01, which connects Srinagar with Baramulla and further to border areas such as Uri, Boniyar and Kupwara’s Karnah, Teetwal and Machil.

 

A key infrastructure project under the Border Roads Organisation’s Project Beacon, the flyover is aimed at easing traffic congestion along the busy highway. However, prolonged construction has led to traffic disruptions, prompting locals and the business community in Baramulla to demand its early completion.

 

Residents have urged authorities to expedite the work and ensure that the project is completed within the revised timeline to ease daily commuting challenges.
