PWD switches to online payment mode for contractors, process in testing phase: CE R&B KMR

Srinagar, Aug 17: Authorities at the Public works Department on Wednesday said that they have started to make the payments through online mode to contractors and that the process is in it’s testing phase to overcome any teething troubles.
 
Chief Engineer Roads and Buildings (R&B) Kashmir, Rafiq Ahmad Rafiq told Rising Kashmir that they have switched of making the payments to it’s registered contractors through online mode only in order to bring more transparency and visibility to the system.
 
“The process is in it’s testing stage and we have done some payments and in the next 15-20 days every payment will be through online mode only. We are monitoring the process to find out if there are any teething issues and accordingly they will be solved to ensure smooth payments are made through online mode”, CE R&B said.
 
CE R&B Kashmir Rafiq A Rafiq said the process has already been started this year, saying that with the system in place there will be less involvement of human interface and the process will go through the allocated Turn Around Time (TAT).
 
“This will also let us know if the release process of payment is stuck of anywhere in the system, the higher-ups have an access to monitor it and can accordingly will seek reasons of a delay from it’s subordinates”, he added.
 
Reacting to the announcement, Farooq Ahmad Dar, General Secretary of the Central Contractors Coordination Committee appealed to the PWD authorities to defer the process by at least three months, stating that the online process is yet to get fully operational in many other departments.
 
“We appeal to the authorities to defer the online mode of payment by at least three months so that the other concerned departments can update the system for making online payments. We are not denying to the new mode of payment through online mode, however, the absence of online system in other departments is resulting in unnecessary delay in our payments”, he said.
